Giving thanks in all circumstances means that no matter what good or bad things you encounter, you should treat them as good things. Everything you see with your eyes is good. It all refers to things on earth. Praying without ceasing means praying often. It is impossible to pray 24 hours a day, seven days a week. You must pray with understanding and also pray in the spirit, which is praying in tongues.
